Distributed Leadership in School ICT Reform


Overview

This project is conducting baseline research in Singapore schools to investigate the relationship between the leadership roles played by senior and middle management in initiating and supporting ICT reform, and teachers’ use of ICT. The project consists of a survey and a minimum of two case studies. The intent is to survey a total of 60 schools, and the two case studies will be chosen from the Lead Schools (which will be awarded around July/Aug 2006) so as to derive ‘pointable’ models of leadership.  This project is significant in drawing upon relevant leadership constructs (transformational and instructional leadership) from the field of educational leadership to analyse the kind of leadership which supports teachers’ use of ICT. It is also unique in its analysis of the relationship between the roles of senior management (P/VP) and middle management (HOD/IT and HODs/IP) in supporting teachers’ use of ICT. This project will augment LSL’s exploratory study on “Teachers' Beliefs, Leadership, and Technology Use in Singapore Schools” which focuses on teachers’ beliefs and how they impact teachers’ use of ICT, with leadership as a sub focus
